Skill Speed

Just a quick and kind of dumb question:
Does Skill Speed affect damage over time potency for Bard? Asking for a friend.

It does, however I think you get a better rate of return from determination than you would from skill speed. The gcd reduction isn’t enough to gain an extra gcd during your burst phase, plus iirc swapping off of army’s paeon early gives you an effective haste buff that carries through your burst anyway. Stat priority should focus on crit followed by det and dhit, I’m not sure which between those is better.

Skill Speed impacts:

Damage over time effects, global cooldown, and auto attack potencies.

Most jobs have a GCD they want to hit to get in a certain number of skills in their burst window and not really any more. Monk and Black Mage I believe are currently the only two jobs that really gain from a super low global cooldown, so likely you won't want to stack it for bard.
