The issue might be related to a confliction of various features that are enabled or possibly a program running in the background. Have you tried turning off various features such as Hardware accelerated GPU scheduling off or vsync off to see if that has any influence? Additionally, please run Windows Update and download and install all recommended and optional components. If you have any additional programs that may be used in regards to any hardware acceleration for Nvidia and the like, please try uninstalling/disabling them for testing. Additionally, please try doing a Windows Clean Boot and only allowing the base Windows components and game to run at launch.

Lastly, have you tried disabling/unhooking your 2nd monitor and only running the game on one monitor to see if the issue stops or not? Please let us know the result of these tests.
