    The quest to get the aether compass I am pretty sure isnt in Western Highlands. It is in Ishgard. It is the same quest that you get the Black Chocobo. You have to get past the first initial quests in Western Highlands and Sea of Clouds first before receiving the aether compass. Hope this helps.
