The problem is you have to unlock the new areas, not necessarily the mats. It's constant grinding, but what I'd suggest is at least put in the work for the challenges every week, you should get there by Endwalker I believe, maybe sooner if you can burn some days farming NM's.

Stage 4 being Elemental (pyros level) right? Cause that's what you need to unlock the Elemental armor.
