A system error has occurred: -2146697211. HTTPS System Error

I've been playing for at least 6 years without experiencing this network error. After using the shutdown button on my desktop on Wednesday night, every attempt I make at starting the game launcher through the Steam client displays this error and forces a close after pressing the OK button. I've since tried every solution I can find on these forums, reddit, and steam to no avail. I've reset my computer and after nearly reinstalling this I got a error and the download force closed. After attempting to reopen the launcher I'm met with error -2146697211 again. The game connects perfectly fine to the server on my laptop but not through a wired or wireless connection on my desktop. Would appreciate if anyone could help me solve this issue.

A friend of mine is suffering from this issue, they have tried every possible solution. Could you explain to me the process you had taken and what you did to figure this out pls & ty!

We figured it out ourselves, she had to download and install Internet Explorer 11 and it worked.
