We need more ways to Bind keys.

Character configuration -> Control Settings -> Mouse

Mouse settings are separate because they're limited. They're limited because the mouse wheel is typically way too sensitive to attach it to skills in this specific game.

Also I've never had an issue binding keys and modifiers. What keys are you even trying to bind?

In other mmorpgs. Shift mouse wheel up and down is a fast and quick way to do cooldowns skills. So that is what I wanted to assign.
