Can't progress on a Dragoon quest in Stormblood.

Slight spoilers if you haven't played a Dragoon yet. The spoilers are in character names, quest names, and location names only, not actual story spoilers.

The quest is "Dark as the Night" given by Orn Khai in Kugane. The objective of the quest started with me speaking with someone in Kugane, and then Orn Khai told me to meet him in Reunion which is in Azim Steppes.

The problem is, the entrance to Azim Steppes is blocked by a bunch of rocks when trying to enter from the Ruby Sea. Trying to enter from Yanxia it is blocked by a gigantic barrier. There is no way for me to enter Azim Steppes at all to complete this quest that I was allowed to accept. I was previously barred from accepting my next Dragoon quest until I completed a certain MSQ quest, but this one (Dark as the Night) did not require a MSQ to accept, which means I should be able to do it without advancing the story.

I believe this quest to be bugged, as I can't complete it. Does anyone have any insight into this?

Have you tried progressing the main story until you reach the Azim Steppes?

While it's certainly strange that they let you pick up the quest before you had the area open it doesn't meant the quest won't work once you get there.

My current MSQ quest is still located in Yanxia. Is that a problem? Seems strange I would be allowed to obtain a quest if I am not allowed to get there in the first place.

Yes, you have to continue the MSQ until Azim Steppe is opened for you.

Yeah, you'll have to do more MSQ to get access to the zones. They likely didn't put a second restriction on the quest, because it's the level 68 quest, and you would have normally been done with the Far East by then in the MSQ perspective, having all zones there unlocked.
