It's not the norm, as many have pointed out.
I only encountered situations similar to this a few times, mostly back during Heavensward. It does happen. There are crappy folks no matter what game you're playing. If you keep a positive, can do attitude though, most dungeons can be completed without healers as long as you've got a bare minimum level of self healing.
In HW I was leveling my Balmung alt's Gladiator, and I got The Thousand Maw of To-to Rak for my leveling roulette. At the time, roulettes didn't allow for parties to queue into them, so some people would try to run roulettes together by queuing up for it at the same time. It actually worked better than it ever should have, but I wound up displacing a group like that's tank. They didn't get their tank friend.
So I get into the dungeon, and immediately start getting berated for "stealing" their friend's spot, and they tell me I need to abandon duty/leave. I tell them, nah, that's not how this works let's get this done. We moved ahead and they were helping me fight but not healing me, so I kept myself alive with Hi-Potions and cross class Second Wind/Cure. When they saw that I wouldn't die, they stopped helping me fight and just started waiting. I kept going, and eventually they vote kicked me. I queued into that same run three more times, and was vote kicked until they were out of vote kicks. At which point they started whining and saying that they'd report me if I didn't leave, and I merely fired back, "The only ones doing anything reportable here are you, and the chat log is proof enough of that."
So they started begrudgingly helping me again, and at the very end of the dungeon they started apologizing to me with paragraph upon paragraph of apology. That was the longest time a dungeon's ever taken me to finish. 68 minute Thousand Maw of To-to Rak.
Had another similar situation on that same character around that same time in that same dungeon. Had a stuffy healer who got real mad when one of the DPS told them to use Cleric's Stance and DPS. I said that it'd be fine (as in they don't have to DPS) as long as they healed me. What was weird though, was even though I had said it was fine, the healer got more pissed off at me than the guy who told him to DPS, and he literally said, "Ok, fine, I'm just not going to help at all." And he went and sat down on the wall, "Y'all can vote kick me when you get tired of dying." So I told the two DPS that we might die a little, but we could continue on without him, and maybe he'd see that he'd be better off participating. He never did, he wasted our LB, and he occasionally threw some insults at us in party chat. So, about 25 minutes or so later, we're about to the last boss, and we voted kicked him then, so that he wouldn't get his roulette bonus.
Though I know there are a few more stories like this, none of them are as memorable, because the toxicity didn't last more than a few minutes/usually the people being that way just decided to eat their penalty instead. I know it can be frustrating to have your time wasted, but if you play well enough and can convince the other members of your team to keep on chugging, you can usually get a decent conclusion to a poor situation.

I started a few weeks ago and indeed ran into some annoying players who felt the need to complain or be rude when there was nothing to cry about.
Some people can’t be helped but at least SE does act upon the rude and vile ones, so that’s something positive.
Even as a new player myself, I think it’s important to keep some folks in check and not ruin the friendly and chill atmosphere the game has. Why they don’t play with their FC or dedicated group if they’re gonna act like that is beyond me.
I assure you, this is not normal. In all my time in the game, I've only ever had one toxic healer when I was starting off as a DRK. It turned me off from tanking until GNB was introduced.
Don't let it get to you overmuch. It gets better as you get further into the game, I promise.



Some people just act like they instantly knew how to play this game when they played FFXIV for the first time.

Sorry you had to experience that OP, but it is definitely rare to get those kinds of jerks. Hope your next dungeon finds you among some nicer folks!
I don't know if the healer was actually letting people die or anything, but one thing to take into consideration is: some healers prefer to actually let their allies get a little low on HP at times, and not bother healing them if they're confident they'll survive the battle. This is because healers in FFXIV can actually dish out significant damage, and so if they focus on DPS instead of healing the encounters go by quicker (and dead enemies mean less damage coming in). Passive HP regeneration is also something we consider, and there's often not a need to keep party members "topped up" to full HP -- because that can actually be a waste of time and MP -- after all, the only HP that matters is the last one. And it's especially easy to get away with this in leveling dungeons like the ones you're running right now.
Having said that, it in no way excuses the behaviour and words of those problem individuals you dealt with. I'm just mentioning this to you, not because it has anything to do with your example, but there may be times where you notice you're low on HP and wondering "Why am I not getting healed?" It could be that the healer is experienced and knows that you're not actually in much danger, and you'll literally self-regenerate to full before the next pack of mobs. If they let you die though, then that is them not doing their job properly.
First of all, there is no reason for anybody to act like that, no matter how poorly somebody is performing.
Second, you weren't there. You don't know that any of the players "earned" anything like that at all, whatever that means. Why do you leap to your own made-up conclusion, when it's equally likely the healer was just being unnecessarily impatient and rude?
Keep in mind, as of this post OP is level 38, so they were running content of that level or lower. If you queue for a leveling dungeon roulette, don't expect 100% peak pro-gamer performance from a bunch of first-timers still trying to figure out their skill kit. And if you aren't willing to participate with such players, don't queue. That healer told them "Learn to tank." Really!? This is early-game MSQ story dungeons. THIS IS WHERE THEY LEARN!!!
If you don't like kids, don't play in the sandbox. And if you aren't willing to heal, don't queue as a healer.

Dunno, as you said I wasn't there. So my first instinct is to see what could have caused things, since these things so rarely happen just out of nowhere.
This could all be a string of bad luck, or it could be something else. It's not normal, but that doesn't mean it should be unexpected given the right circumstances.
Lodestone says he's gotten his job crystal (forums are out of date) so that's not causing bad luck. Gear is a bit out of date, but that could be a consequence of the MSQ as it is.
Best advice I can give to the OP is just try to queue again. I have no idea where you're getting the rest of the rant, but perhaps if it let something out of your system it's a good thing. We all need to vent sometimes.

Hope you have better luck next time. It occassionally happens but for so many consecutively such a shame.
