It’s not communicated very well but job quests are gated to a degree, they don’t open up until you’ve hit that expansion where they were added MSQ wise.

This is because of narrative time bubbles. That is, the job quests in Heavensward happen during the events of Heavensward, and the job quests in Stormblood happen during the events of Stormblood. To avoid story details happening out of order not making sense, the game requires you to advance the MSQ at least as far as the beginning of the expansion before you can continue the job quests.
