Can squads upgrade orders at 60?

So I figure I’ll learn this on my own eventually but I’m at work and it’s worth asking:

Is the check to see if your squadron members learn a new rank of their various “orders” made when they level, or when they finish a command mission? I ask because my main healer has been stuck at 4/5 offensive for quite some time, and they’re 60 now. I could level dip them with a couple class changes, but do I need to or will they learn it eventually while being 60?

All sources of information (wiki's etc) seem to point out that you simply need to complete command missions . We all know that the tactic that is ranked up is random so it may be that your CNJ is still being awarded rank points towards a tactic they have already maxed out and your getting unlucky with the offensive tactic being upgraded.

it's random. the only way to get more orders is to just keep fighting with them.

As its not EXP gained based but Duty completion based , run your CNJ with your GC squad through the fastest which is still Halatali
