I've read enough posts in the forum over the last seven years or so to know that there are players in this forum who are very concerned with the performance of other players, to the point of disparaging them as 'leeches', 'lazy', and the like. Of course if a DPS meter was available in-game this attitude would carry over into the game. It's 'official' then, and you can show the numbers to prove it.
What you do in the privacy of your gaming area on your computer or console with programs that might run concurrently is your own concern. Don't mention it and don't use it to harass others.
SE does not want to take the chance that such bullying and harassment would occur. Ergo, as they've stated numerous times, they will not provide such a tool in-game.
Accept that reality and you'll be fine, whatever you choose.

This is from more than a year ago.
It seems odd it's brought up so much so recently. I've noticed it elsewhere too.

"It shouldn't be that hard to understand"
Yet people still fail at it.
its part of human nature, if someone say..."you cant..." somebody will..."oh yea? check this out" sometimes humans are like cats, the cat stare at something that can be broken, stare at you, you say "nooo", cat looks back to object and break it anyway.

No, that is not what he said. He said 'we do not allow 3rd party programs, we do not condone it, don't use them', he has never ever once said 'using act to measure your own performance is fine'. He is even quoted in that video saying 'if someone is confused about it, tell them Yoshi P said: we do not allow 3rd party programs, so it's best not to risk it'.
Do not mistake an unwillingness to add means of detection as active condoning of ACT, they do not. He even gave a very very clear warning: If we ever decide in the future to outright ban it, you run the risk of being caught up in a banwave, so it really is better not to do it.
The only thing that is true is that since they cannot detect usage of third party tools, and do not desire to change that as of now, you technically can use ACT, but it will be at your own risk.

It may be a bit odd that it's suddenly being brought up again now, but does it matter? Pretty sure that if he's asked about this now that his answer will be the same.
