PLD as released in 1.21 is weaker than WAR in almost every way, though they do have additional utility that WARs lack. This has been mitigated somewhat with the improvement to Block in 1.22. In 1.22b (couple weeks away?), there will be further job balance adjustments, including nerfs to WAR's Steel Cyclone and buffs to PLD's HP and damage. (link)
