As it was said above, banwaves aren't done daily. Also, it's very easy to get past a temp ban/perma ban if you know what you're doing. Keep in mind, the players botting/farming gil are whales and have the funds irl to continuously make new accounts, get new computers, new internet services, VPNs, etc. This is their job in a sense so they will never truly be gone as they can just keep funneling the money they make off selling gil into getting back into the game.

In my opinion, they'd have to put in a legit form of cheat prevention that blocks any sort of plugin/mod/etc. to get some sort of handle on it. (Like to the point you can't even tab out of the game without button mashing your keyboard 20+ times).
