If u wanna make a character on a world that is full and it won't let u make a character on that world, can u get around that by buying a Server Transfer to that world that is full?

No, same rules apply.

There's a difference between a world that's Congested, and a world that's full.
Congested means they have explicitly stopped new characters and server transfers, until such a time that the population of that world has decreased. (from others leaving)
A world that's full however is simply due to there being too many people logged in to that server. It's based on real-time user numbers, preventing new characters/transfers, and changes every couple of hours. So simply wait until an off-peak time, and create/transfer your character when it's quieter.

You could try making a character on another world and then using the world visit system. There are restrictions when visiting other worlds, but not many.
