Now I have to question whether you truly understand Project Management. The reason they don't do crossdressing a lot is because they understand the niche factor, how they don't want to make it a standard (because of the workload behind it), and they don't want people to expect it for every glamour set.
It was unclear because you didn't include it in your post. In fact that's the key factor behind why a lot of people don't support males wearing female clothes and females wearing male clothes. With how little time the devs have they could use that small amount of project management time on
1. Stubble
2. More hairstyles
3. viera/hrothgar helmet situation
4. HD textures
etc
What happens when you give males the chance to dress like Ryne is that a possible G'raha Tia or Emet Selch glamour doesn't get added (2B situation).
