    Thinking about how the outfits in the OP are already in the game files makes me think they'll be another set to slip in when content it light. Like it or not, textures that already exist in game make porting to a new model much easier than creating a whole new one from scratch. Just like we have seen the pattern of dungeon gear being put in undyable only to reappear as dyable in the next expansion. Everyone remember "They can't make that gear dyable!! Think of the workload"?
