Removing gender locking for a piece of gear would not require "twice as much work". Most of the development time goes into designing and creating the base model, usually done with a male hyur as base and then it is copied over to the other race/sex combinations with minor changes...

That is completely and utterly untrue. Every piece of gear is remade for every race that can wear it. This isn't wow where they just stretch them to fit because all the gear is just painted on. You know literally nothing about anything, please stop.

This is why I don't mind genderlocking some outfits, if it means my characters can get a cute, feminine version. I love dresses and skirts! Otherwise, as someone else pointed out, they'd just try to make everything unisex (which is understandable because time and resources are not infinite), and this translates into everything being mostly masculine.
