Yes, you are right. That's why we only have 3 female outfits from previous games and a ton of male outfits.
Lightning, Yuna, and now penelo.
VS WoL, basche, vaan, noctis, cloud, the guy from 9 whose name I forget, squall, tidus, snow, etc.

Almost every FF protag is male, with the exception of exactly 4. Terra, Yuna in x-2 and Lightning and whatever her sister was in XIII games.

Ashe was the protag of 12. Or basche. But we got penelo instead.
And they gave snows outfit for males instead of making a male version of lightnings.
So why no Tifa, aerith, (we don't even have terras outfit) rinoa, etc.
I would pay money in a heartbeat for a Lulu outfit. However, if I saw a Ro dude running around in it, I would puke in my mouth.
I think that's arguably balanced out by the fact that when people request NPC outfits from male characters they're rarely, if ever, added to the game whereas many are added through the Mog Station based on female NPC outfits.
To say nothing of the fact that most of the hairstyles added to the game have been androgynous or feminine in their aesthetics.
We also don't have 'only three' female outfits form previous games, either. Bozja added some glamour sets modeled after female characters such as Penelo.
