They do as much because such an approach serves to appease the greater number of players. I think that most people playing a male character do not wish to wear a dress designed with a female character in mind, after all.Resources are so finite that they go out of their way to make different looking outfits for the different genders, often times with major differences...
Once they have finished the model it really shouldn't me anything more than to click on a few buttons, and load up the model on the different race/sex combinations to see if there is anything out of line.
