This. The bigger the fandom, the higher is the chance you'll see all sorts of fanart about it. LotR has (or at least used to have) one of the biggest fandoms ever.

Also as a person that used to hang out in a couple of fandoms, both small and big - shippers gotta ship, even if characters didn't see each other even once or they're mortal enemies that can't stand each others's existence. The title in question doesn't need to have anything special to it for people to decide to write slash fan fiction about it, it just happens. And then there's also such a thing as crossovers, too (yes, they exist in fanart as well) that has even less logic in it. Creators just have fun. /shrug

People care because it’s a waste of resources that we already barely have.

A waste of resource to you, but not to people who enjoy said things.
Despite disliking Hrothgars, I'm not gonna call them a waste of resources because it made a minority happy.
I don't know how that's so hard to understand.

Beyond aesthetics, when you go from one sex to another through fantasia and you have a lot of gender locked stuff in your dresser, it becomes a huge waste of space because you can't even trade them for the equivalent of the opposite gender or put them in the armoire. Just for that, at the very least mogstation items have no business being gender locked.

I think that when the majority of players have certain tastes and those tastes are ignored in favour of appeasing a vocal minority of players instead then it is absolutely a waste of resources. Especially when the original stance of the development team was to embrace traditional aesthetics and now we're missing out on common features such as masculine hairstyles because the majority of new hairstyles are designed to be 'unisex' in a way that just perpetuates androgynous and feminine aesthetics.

I also think that it is very interesting that it's almost always people playing female characters who are quick to downplay the criticism raised by those of us playing male characters.

I rather suspect that the stance would be very different if female characters were mostly only getting niche aesthetics themselves, such as being forced to have glamour designed to cover up all their feminine curves and hairstyles that were the equivalent of, say, a shaved head and little else.

Sadly I wouldn't be surprised if they would be happy with manly-looking glamours for females.
However, they would definitely be butthurt if we went on a crusade to make them wear very feminine nun-like robes all the time haha. No pants allowed, no tight fitting clothes on females allowed!

When community managers look at data they should consider who is actually going to use what they're asking for and who is not; it's critical in Marketing, Research, and Data analysis for them to be able to understand these factors. Unfortunately I don't think their staff is that deep.

It just sounds like you're asking for something else entirely that is not inherently correlated to the OP's topic.

OP wants genderlock to be removed, that doesn't mean less traditionally masculine glamours, they don't cancel each other out, nor does it mean more "unisex" glamour. Additionally a lot of glamours considered unisex in fact seem to heavily lean on the masculine side, because it's acceptable for women to wear what used to be exclusively masculine clothing while the opposite isn't.

In my case, I don't care how an outfit is gendered, if it looks good on my character's figure or compliments the rest of the outfit for things like shoes or hats, I'd like to have it.
I exclusively have mogstation outfits locked for males in my glamour dresser because I have been playing a male au ra for easily over 97% of my playtime (who have a pretty feminine figure btw), I can't use at the time I'm writing this, even if they aren't inherently masculine, or even trade at a salvager, they're effectively wasting inventory slots and are unusable unless I give SE even more money. It is what it is but that doesn't seem very consumer-friendly at all.

I share a lot of the "not enough masculine stuff" woes, but I also very much wish glamour wouldn't be locked by gender or jobs and would give the players more options to make nice glamour.

Indeed, neither perusing Twitter (also reddit etc) nor the forum is going to get you that information. They're a large enough company with skilled enough staff and more than enough resources to undertake such research. While I would like to think they do this, I do sometimes have my doubts...

After players asked 'better', or more, from SE. However, players should also be thinking realistically. Having every single set 'ungenderlocked' as well, after now the addition of the missing viera/hrothgar genders? They stated how much extra work goes into a newly added player race, and now not only are they fitting everything to these new races, players want them to double their workload?
That plus they're hinting at a future engine upgrade plus also upgrading the textures. The former in particular may ease this kind of task if it's ever completed and would be a far superior investment to focus on ahead of diversions of their resources catering to very niche requests. They already seem to be strained from all the projects they're engaged in and I imagine future-proofing the game given the lifespan they now aspire towards is a big priority.

I'm pretty sure the genderlocked outfits on the mogstation state they are specifically designed for either male or female. Really it's on the player if they have purchased male or female outfits, then decide to fantasia to the opposite gender and lose access. They aren't universal sets and that should be known prior to purchasing.

It’s a waste of resources for the majority. The playerbase that would benefit from it is extremely niche. Many more would benefit from those resources being put elsewhere, it’s just the way things are. If they want to wear female glams, they can fantasia. Fact of the matter is things are already weighted poorly between the genders. The last thing we need is a third party wanting to ungenderlock things to weigh that even more poorly. It’s a decision that would affect 90% of players. Vs the niche additions of ungenderlocked gear that would affect a much much smaller portion.

Personally I don't consider anything requested as a "waste of resources". What bugs me is the way in which people go about those requests. While I don't really care for the notion of perpetuating "nonconformity", more glamour options isn't a bad thing. However, I would prefer something like that to be solely the decision of the developers.

It's funny that when the bunny suit and wedding dress were made available to both genders I only saw a handful of people actually wearing them and then after about a month practically nobody wore them. The novelty wore off and it was back to business as usual.
