That is a male midlander top scaled down to female miqote scale that you see in the picture, and it's possible for the game to render the picture specifically because they use the same body base.
Male roe and hrothgars share the same model, but most other races are "midlander based".

Pretty much. The entire process of transferring the finished model from one race/sex combo to another should largely be automated since all playable models should be using the same base skeleton with different width/length of their body parts and the only notable differences between a male and female character is breasts, hips and possibly the butt, all of which should already be included in these weights. Only two things that should need an through check is helmets due to different head shapes and attachments such as shoulderpads, cloaks, belts and other doodads not tied to the base model.

That's a misconception entirely, base skeleton =/= base mesh, plus male models don't have breasts and have a wider frame in general, there's no elegant way of adding those with the way you described.

You are spouting complete nonsense, AGAIN. Go do your research please, this is just dumb now.

First of all, no, they do NOT use the same base skeleton, like AT ALL.

Second, they all have COMPLETELY UNIQUE RIGS.

Third, they all have unique animations for various poses etc. Why does that matter? Because all the outfits need to be made to fit those animations as to not bug out, so you don't end up with things being inside-out etc. Because there are no collision physics, this needs to be custom made for EVERY race and EVERY gender for EVERY outfit.

Please, just stop. You understand less than nothing about 3d modeling.

I agree with this idea. There are a lot of outfits that don't make sense to be genderlocked and even if you're a male Roegadyn wanting to run around in Yuna's dress then who am I to object? I'm all for more customization

I'm against it. I don't care if male characters wear dresses or skirts but not genderlocking new outfits often leads to one unisex version of the outfit which is usually traditionally masculine. That's something the game has already too much of.

Blame nature for shaping female body like that. All the gear can look good on females and only "half" can look on males

Are we playing the same game? There isn’t exactly “too much” traditionally masculine gear. If anything it’s been something this expansion has lacked.

Apparently not if you think this game is lacking masculine gear. I'm playing a male character and like cool looking outfits and have a huge amount of outfits to choose from
My girlfriend on the other hand likes to dress her character in sexy/more revealing outfits and the poor choice she has in this regard is her second biggest complain about this game.
In the end removing all genderlocks will lead to one unisex outfit und everybody knows that outfit will be just the originally planned male version available for female characters.
