Legacy stuff is barf, but I wouldn't say no to having a body tattoo system added in the character creator once they update that.
It's vaguely insinuiated that it was either Hydaelyn or the Twelve responsible (the tattoo vaguely resembles the Mothercrystal, and yet it is also known as 'the Mark of the Twelve' in the GUI shortcut to hide or restore it), but there is indeed no actual information given as to where it came from, other than the obvious connection to the Calamity, and NPCs do not mention anything different to a character so adorned (it has nothing to do with a 1.0 player getting the special story and thus being one of the original Warriors of Light incognito, a level 1 1.0 player who only got the opening scene in 1.0 but was never levelled otherwise and was transfered into ARR starts with the Legacy tattoo).
Player characters from 1.0 aren't the only ones to receive it either - the Legacy Chocobo has the mark on it's beak, and 1.0 player retainers are also given the tattoo if they were hired in 1.0, although this was only apparent when Retainer Ventures were added and you could change the retainer's attire - it was difficult to see with the camera view but if your retainer was wearing something that exposed their back, you could just make out the Legacy mark on their upper back.
This is because meta wise it was simply Yoshi's way of identifying 1.0 players in the new game at launch, fulfiling a promise he made on this forum late in ARR's development "that existing players would be given some way of identifying them in the new game" (paraphrased).
OP that's a real cool idea.
I like it a lot~
As a legacy player in 1.0 we created our characters with the mark on us, there was no option.
Though I'd like to see more tattoo's I'd rather see them in character creation and at the aesthetician under face(body) paint or as other features. I would not like to see them as 'veteran' rewards retroactively.
I'd like tattoo options to be available, yes. Do I think they should be exclusive? No.

Tattoos in general, as a character creation or aesthetician feature, would be nice. I personally would not be interested, but I could see it being a popular option for other players.
As a reward for playing since certain expansions, I think it is a waste of time. You've either played since a certain date, or you haven't. There's nothing you can do about it. We got pre-order bonus minions, trinkets, etc., for each release anyhow. I don't think we need more rewards for something we're already doing anyhow. Plus, as I and some others have said, we wouldn't even want a tattoo on our characters -- so it would fail to be a reward at all, in our cases. In fact, I'm not sure how the 1.0 Legacy tattoo works, but is that optional or do you HAVE TO have that tattoo? I would actually really resent being forced to wear that, if I were in that boat.
Yes! This, please. I hate it when games have limited-time things that "you just had to be there" to obtain or experience before they go away. At least this way, everybody has the chance to aim for something that will eventually come.
How about a tatoo that represents the expansion of the time in which the player (you) first joined the game.
Like for example people who joined arround ARR get the little meteor as a tatoo. For heavensward it could be a little dragon. And so on.
See it like another veteran reward.
As for our 1.0/legacy players out there: What do you think?
You would still keep your exclusive tatoo. Just the option to have one wouldnt be exclusive to you anymore.
That would be awesome! Some players use ARR Tattoo, Heavensward Tattoo and so on. You would have a deeper connection to your beginning. And maybe you'll unlock every tattoo after and can decide to wear them with the command /arr /hw /sb /shb
More tatoos = yes
More limited-time rewards = no, there are already too many of those IMO (PvP seasonal rewards, pre-order bonuses, minions that are tied to some old merch, legacy stuff, the titles obtained from the Ishgard restoration ranking, maybe Garo, maybe Yo-kais....). I think having a temporary exclusivity is fine, like for the events items for example.
But everything should be obtainable by anyone who is willing to put the effort (or the money) into it.
