    Is it a hack?

    Saw someone out fighting things, but they were underground. Thought that really weird, seemed like some sort of hack.

    Wasn't sure what to do, could not find any way to report them.

    Yep, bots use position hacking to get around. /icam in cities and you'll see them floating underneath the adventurers' guild.
