Uh...the literal giant zone that’s a huge casino. Which includes betting on chocobo racing,spending money on mini games, gambling your money away on scratch offs etc etc.

The Gold Saucer is the idea of a casino. Gameplay wise there's very little that could be considered actual gambling. You can't bet on chocobo races, it's impossible to lose MGP on the cactpot, etc. There isn't even a way to convert MGP back into gil.

It is almost identical to the way the bars and inns exude the idea of bars and drinking without any actual alcohol involved.
