We already have alcohol in the game and the effects it has are on the crafters and gatherers. Gatherers and fishers are always drunk because we're chugging cordials nonstop. After I finished the miner's skybuilder weapon, my character probably had liver damage...

Alcoholic beverages are in game even if their effects are not in game as debuffs on players.

Multiple quest lines focus on wine and other alcoholic beverages. Multiple npcs make appearances drunk or hungover. An emote allows you you toast and drink out of a stereotypical barrel mug. Several meals and alchemical concoctions are alcoholic drinks. You can even celebrate with bottles of not-Champaign.
