Most of the toons from legacy that are around today mainly did Thousand Maws of Toto–Rak aka a level 20+ dungeon.

Now don't get me wrong as I agree that they should be rewarded for their loyalty and I agree that those achievements shouldn't be in the current version of XIV but based on the data of those toons that did stuck around the majority of them didn't invest much time into the legacy version of the product, infact a majority of them didn't earn over 1k gil. This means that those that did invest alot of time into it most likely deleted their toons or never recovered them, which is understandable as I did too. But if OP wants to earn that title from legacy then I say sure! let him! But only if the Legacy version of the product becomes a playable product again and they earn it through playing through it like it should be.
You reference players today, yet show a video of the 1.0 Aurum Vale. Not sure how the 2 coorelate. If it's low completion rates of 1.0 Aurum Vale to players that may be due to how bad the game was and the number of players that didn't complete that dungeon due to the fact that they never got around to unlocking it or the badness of the game made them rage quit during the completion attempt of Aurum Vale.

And if it's legacy and players that joined after 2.0's launch, well, that's proof to me that any title from beating Aurum Vale in 1.0 should stay exclusive. Because it is rare.

And Battle for Aleport is a 1.0 only quest. Again something that's no longer able to done in 2.0 as the content from 1.0 no longer exists.

Shocking that a game that didn't last for every long players didn't make huge progress in.

The exclusivity isn't just due to the content not being around anymore. It's for the fact that they stuck with the game when thousands didn't and when media companies were trashing the game and company.
