Unable to UPDATE patch files.

Since update rolled out on 20th, launcher can not update game.
Following error shows each time, i try to update

Unable to update patch files [11006][20815][20866][19900][5] then provides path to following file sqpack/ex2/020205.win32.index.

Games was re-installed without an issue, twice. After full wipe, everything is downloading and patching, up until THIS moment, where i get error at the end of it.
Following things been tried.

Disable Firewall, Use VPN, Change DNS settings, Flush DNS, Multiple restarts of PC, multiple re-installs of the game, with wipe.

Steam customer support says, have to contact SE customer supports instead.

Run a hard drive check on the OS drive and the drive the game is installed on (assuming more than one drive/partition)
