Your best bet is to get in touch with the person and ask. For the time being, it is about the most accurate data we will get, and certainly more reliable than the figures SE routinely brings up as to its player headcount.
I'm not dying to know, I simply find it curious to see people so blatantly using those numbers without a second thought, when very little is known about the methodology. They certainly look better than the ones simbiat (or whatever his name is) releases, but he uses the xivapi and its reliability is abysmal.
