I think that it should only be permanent if it's actually needed. What they have done to prevent needing it is to add more servers and data centers and a world visit system so that you don't feel the need to all congest a particular world.

So yeah, they are working on it.As it happens, the matching servers used in the North American data centers were recently upgraded to higher-performance models. Continued optimization of this new equipment has allowed us, as of July 16, to increase the maximum number of simultaneous logins across the NA data centers by 18,000, or approximately 750 per World server.
A matching server upgrade for the EU data centers, while currently planned for the immediate future, however, is still pending. As such, until the upgrade is implemented, it will be difficult for us to raise World login caps to the same degree as those of North American Worlds. That said, the team is currently working hard to optimize existing servers in an attempt to increase the caps, if by a smaller amount, and will endeavor to make continued adjustments and improvements while maintaining game stability.
Despite the aforementioned cap increase, over the weekend of July 17 and 18, several North American World servers experienced periods of six to seven hours at maximum login capacity. As a result, character creation was unavailable for long periods of time, and players faced average login wait times of 10-20 minutes. For players residing on Worlds in the European data center, weekend login wait times were as high as 40 minutes. We deeply apologize for the situation in both regions.
People can just open the HUD display editor and sit AFK still unless they changed that, I'm pretty sure :O!

I'll give it a try on those I spot for multiple hours at the same place, busy with *something* to keep themselves logged in.
I'm pretty sure Bards playing their midi songs will not be affected as they are doing something. So you'll still see bards rocking their 5 hour playlists.No worries people with Legend titles and ridiculously nice gear I still appreciate your flexing. Also AFK bards running midi programs I really will miss you guys.

In an effort to ease server congestion, players who are inactive for more than 30 minutes will be logged out automatically.
How would you know they are not chatting with their FC or friends? There are no rules against that.
In general any imput even if they just move their camera ingame will reset the timer.

What are you going to report them for? Cheating? You are actually saying that you will report people for staying logged in a game they pay for. Do you even realize how absurd this sounds? SE has money to spend on servers, people entering 1k login queues is unacceptable and this new rule is just a quick fix.
