I would maybe cool it down until after Endwalker and Oceanic server launches because FF14 devs are going to have their eyes out and they do play the game so I imagine them acting quickly on any work arounds.

The only workaround is what they did back in SB where they added a forced logoff after 24hrs for all players.

Honestly yeah, people have no need to just log in and spend all day afk in one spot. Either log in to do something or free up the server space for others. Especially right now.

Or, when someone logs in and the server is full, instantly boot the oldest AFK one and let the new arrival in.

The timer sounds several magitudes easier to program, along with proactively removing people who aren't playing instead of going it reactively when someone's already trying to log in.
