9S Automaton is not appearing per patch notes

Yeah, the wording is just ambiguous, unfortunately. I don't see evidence of a bug from my interpretation, but they need to use more precise language on this point.

For what it's worth, the Japanese patch notes are a bit clearer on emphasizing what actually changed:

The treasure coffer from which the following items can be obtained has been changed from a treasure coffer for the 24-man alliance to a treasure coffer for each party.

The previous 5.5 Japanese patch notes also said exactly the same thing as well though

After patch 5.5 I was farming both minions as well from the copied factory and puppetbunker and both dropped each time, cause I also had to run those multiple times before I won them.

We defeated Her Infloresence the final boss of the Nier Tower at Paradigm's Breach raid. The 3 coffer chests appear - 1 for each party now. The 9S Automaton minion and Stuffed Android Units items were not in the coffer.
When Puppet's Bunker and Copied Factory raids were updated to include 3 party coffers at the end of raid - both minions always appeared in the coffers. Now in the Tower at Paradigm's Breach update - we are not getting all the items listed from 5.58 patch notes. The patch notes say that each coffer should include these items, and they are not.

I've completed the other previously updated Nier raids Puppet's Bunker and Copied Factory weekly for upgrade coins, the coffer contents are always the same = both minions always appear. This is not working the same way with today's Tower at Paradigm's Breach update, and would like to ask for the loot table to be looked at and addressed.

Had the same issue, plus in duty finder it will also give the message, Reward already received after completion. Reward already received should not appear anymore since weekly restrictions have been removed.

That's normal for the rewards already received.. its meaning for the item you cash in for materia(I forget the name an ain't home to check) those are still once a week on the newest raid as they always have been.. once EW comes out with its 24man that will be removed from the ShB one

Per the patch notes, 9S and other items like the Stuffed Android Units "will now appear in a treasure chest allotted to each party of an alliance when undertaking the Tower at Paradigm's Breach" meaning the intent was to have all of the drops be 100% for each party akin to what was done with the previous two alliance raids and their rare drops in 5.5.

9S was not a 100% drop at first.
Now, it's still not guanranteed, but instead of fightning your roll with 23 others people, it'll only be with your own alliance.
That's what it actually means.

I'm aware, but the issue at hand is the patch note wording—both in English and Japanese. The patch notes clearly indicate that the intent was for there to be parity between Tower and the previous two raids in terms of drops now because it's identical in wording to when the other items were made 100% drops in 5.5 proper.

Yeah the issue here is that it’s not working like the update to the other raids did. And we want to bring awareness to the devs to see if this was intentional or not- so they can check out the loot tables and make adjustment if necessary. The minion collectors noticed this immediately this morning due to previous update on others raids and anticipating the 3rd nier raid being unlocked in the same way.

Yeah, this is obviously a bug. People here are acting in bad faith. It was supposed to drop everything with an 100% chance for each party like it is with the previous 2 nier raids. The wording in the patch notes are the same in english and japanese. I just hope they fix this soon, I really want those minions.

Why would anyone act in bad faith ?
If it was supposed to be a 100% drop, it's even better. The minion is so rare I never saw it so having to chance to get it after that layer of rng.
