Per the patch notes, 9S and other items like the Stuffed Android Units "will now appear in a treasure chest allotted to each party of an alliance when undertaking the Tower at Paradigm's Breach" meaning the intent was to have all of the drops be 100% for each party akin to what was done with the previous two alliance raids and their rare drops in 5.5.

Now, it's still not guanranteed, but instead of fightning your roll with 23 others people, it'll only be with your own alliance.
That's what it actually means.
I'm aware, but the issue at hand is the patch note wording—both in English and Japanese. The patch notes clearly indicate that the intent was for there to be parity between Tower and the previous two raids in terms of drops now because it's identical in wording to when the other items were made 100% drops in 5.5 proper.
Yeah the issue here is that it’s not working like the update to the other raids did. And we want to bring awareness to the devs to see if this was intentional or not- so they can check out the loot tables and make adjustment if necessary. The minion collectors noticed this immediately this morning due to previous update on others raids and anticipating the 3rd nier raid being unlocked in the same way.
