I've noticed this as well. Where my hair meets my eyebrows, there's some sort of "padding" that doesn't let them touch.

Another strange thing I've noticed is a series of white opaque dots forming a horizontal oval around my character's head. At first I thought I was going crazy, but other people in my linkshell have noticed the same thing. It can be a bit hard to see, but face a dark wall, move the camera a bit and you'll see what I'm talking about.
