We don't know that's going to happen. SE has not told us how relocation will be getting affected by the new systems. It's always possible it will bypass the lottery system just as it currently bypasses the purchase timer.
We don't know that either. YoshiP even said they have yet to decide how to allocate the wards types.
There are always going to be issues as long as there are fewer houses than players who want to buy a house and multiple house ownership is allowed to aggravate the problem. Players forget the one personal house restriction is only per world, not per account. I have characters on 8 different worlds. That means I can own 8 personal houses if I want. If I ever decided to do it, 7 other players who want a house would not able to get one.
SE needs to stop pouring resources into their heavily flawed ward system and start putting them into one that will accommodate all players who want a house.
Are you going to be happy with the system when you still can't get a house?
Yes? Because I at least had a chance. Unlike the current system that is now.



Just putting this out there, yeah you're getting a chance but it's still just as bad as the odds you have now, if not worse. Think of how many people will try to go for a house now that camping isn't going to be involved. You deal with 5-10 now, wait for that to double or triple. Now add in all the bots you normally deal with.
Nothing is going to change or be "fair" until they fix the ability for people to inherit multiple houses (as well as stripping the multiple FCs from said people) or put in instanced housing.

You have a chance with the current system. I know several players who got a plot recently without camping and without turning to the house flippers. They checked a plot, it wasn't available. They went to do other content. They came back and checked again - house was available and they purchased it.




So instead of dealing with 10 players you have to deal with 500+ sounds wonderful. Wish you luck and some will win but I predict we'll see tons of threads of unhappy people when the time comes. One has to wonder too if one can enter a lottery on more than one house at a time or if you'll be relegated to only one lottery at a time. If multiples are allowed it'll sure give those with lots of money an advantage.
Best time for new house acquisition is with new wards but given the expected influx of new players from WOW in particular and the new xpac in general the demand upon release with 6.1 for houses day one will be enormous. I remember the strain when 4.2 hit with many experiencing disconnects and this should be significantly worse.
We don't know the details yet about the release and who will have first access of it it'll just be a free for all but it won't be pretty I don't think unless there are significantly more wards added everywhere than most are expecting.
