missing job meter

Hello I am currently a lvl 56 dragoon. I have never seen my job meter on screen. And I currently cannot use any abilities that are learned above level 50 such as battle litany, fang and claw, or blood of the dragon. They all say action not learned yet.

yes, there is nothing offered in the lancer guild. not sure if there is a separate place to go for dragoon training

Dragoon quests are offered by a job trainer at the south area of Coerthas Central Highlands. Follow his quests for Dragoon abilities.

i went and checked the dragoon trainer south of camp dragonhead, he has nothing for me. and i do have my dragoon soul stone.

It sounds like you are still in A Realm Reborn. You must finish all of ARR, including the 2.1 through 2.55 patch quests before any job trainer will offer you Lv50-60 quests. When you meet the requirements, the next job quest will appear as a clickable map link just below your red and beige meteor banner. The Lv60-70 quests are locked similarly and will require completion of 3.56 story before job trainers offer them.

You unlock your job actions between 50 and 60 from the Heavensward job quests. If you have not entered Ishgard then you are not at Heavensward yet and can't do those quests yet, whether you are above level 50 or not.

ooohhh ok, so are the level 50+ skills part of heavensward? i am still doing 2.4 quests, so almost there. guess with the xp bonus i kinda out-leveled the content. but thanks that make sense.

That's right, the level of your Main Scenario Quest is what really carries relevance because that's what blocks access to most things.

Most level 50+ quests would actually take you into Heavensward areas and may contain story that references the ongoing Main Scenario Quests of the same level.
