Time for a roulette overhaul

Well half the point would be that they would not be able to do this. If you've completed a raid for which the minimum item level is 235, then you should have to have all i235 gear equipped moving forward to use that roulette.

I can see how this *might* potentially cause issues with people with regard to hitting a level that's a multiple of 10, but it's not as if that would ever cause you to be unable to run a roulette on your better-geared jobs to accumulate tomestones, and the demand might create a secondary market for the previous crafted level cap gear of past expansions plus the level x1 gear of current ones, so I personally don't see it as a big problem.
