FFXIV Boot Error & FFXIV Launcher issue

I have been playing a ton in the past week. Last time was 7 hours ago. This morning I tried to launch the game as I do multiple times a day and hit my nose on this :

"Unable to complete version check. [30605][20448][10009][10019]"
    or
    "Version check failed. [...] [30605][10009][10020]"

I have looked online, found and try different options.
    1. I tried disabling both my firewall and anti-virus for the duration of a try.
    2. I tried whitelisting every component of the game.
    3. I tried editing the FFXIV_BOOT.cfg file in note pad by changing "BootVersionCheckMode 0" to "BootVersionCheckMode 1".
    4. I tested my internet connection and tried another one.

When option #3 is on the table, the error message changes sometimes to "A system error has occurred: -2146697211. HTTPS System Error."

During the different tries, I got to the launcher twice. Once every line was changed to a "no connection" line of some sort. And another time I could see the rolling menu with the ads, but the same error pop-up showed up. When these happened I closed the launcher and launched it again to the error message before reaching the launcher.

I am now at lost. I paid a few months for nothing in the past because I could not update the game (a relay tower in a town two hours away was named as the cause by SE before telling me it was my problem). This time I do hope something is possible.

Good morning and thank you for posting on the Final Fantasy XIV Technical Support Forums.

We apologize for the delay in our response, please try the following troubleshooting steps:

    - The game will use the Internet Explorer web browser to connect to the internet. Open Internet Explorer, then open the "Tools" setting, go to "Internet Options" and adjust the following settings:
    - Under the "General" tab, please delete ALL browser history.
    - Under the "Security" tab, please move the slider to the lowest possible settings or no higher than "Medium"
    - Under the "Privacy" tab, click “Advanced” and select ‘Accept’ under both First Party and Third Party Cookies.
    - Under the "Advanced" tab, please make sure that "Allow software to run or install even if signature is invalid" is CHECKED.
    - Make sure that all SSL and TLS (EXCEPT SSL 3.0) are CHECKED. [SSL 3.0 should be UNCHECKED]
    - Hit "Apply" to save the settings, and then "OK, to close the Internet Options menu.
    - Please RESTART your PC now. Once your PC has been restarted, Right-Click the FFXIV launcher icon once more and select "Run as Administrator"

-Make sure your fire wall or antivirus program is not interfering with the game

    - Check to see if the following port ranges are opened on your router. You can contact your ISP and request they open them for you:
    ▼TCP
    54992 through 54994,
    55006 through 55007,
    55021 through 55040

-Try disabling background applications and do a clean boot by opening the task manager and selecting the “Start up” tab. Disable everything and then restart the PC.

Thank you for visiting the Final Fantasy XIV Technical Support Forums.

Thank you for this answer. Unfortunately it is not my first rodeo and all these steps were already done. I confirmed each and everyone of them to be certain.
