i mean the ratings are there for all to see - yes the game is rated T for Teen but - online interactions are not rated by the ESRB.
The game attracts people of all flavors yes. Rule 34 exists. people be horny on main.
If you are ever propositioned, assaulted, harassed in game in any way that makes you feel uncomfortable you have recourse - you can report people and a GM will investigate.
Other than that, you can blacklist and go about your way.
The one thing that will not happen though is that the developers will in no way proactively go after people or institute measures along the lines that you are looking for. Mods exist and they are third party and are client side only. Therefore the devs cannot police things.
I'm afraid the only way out for you is to stop playing. pray to your chosen deity for the salvation of all the horny people out there. =p
What's the difference if now all you are going to think is that half the players in default clothing are running mods? You'll see a level 50 character in default clothes and automatically assume they are nude anyway. You honestly can't have such an issue with the smallclothes because if you do then alot of glamour in the game needs to be removed and that's not going to happen.I mean, blocking people isn’t going to remove them from my game and they can do what they want or more.
There is no excuse to not add a toggle that would give nudists in MY game the default clothing. They can run around in their furry modes or nude modes if they want but by default they should be wearing something. Especially Lalafell which people do love dressing up in suggestive outfits…
Report if they harass you and move on.
You can edit a post after its posted and add more text beyond the initial character limit, the initial limits there to prevent spambots i think
Hate to say it, these things won't change at next patch or next expansion.
Unfortunately there's always going to be players that do this and aside from reporting them for harrassment to a GM/Blocking them, there's nothing else that can be really done. Some of the "Nude model" modes you talk about are third party applications that only change what the local player sees (basically you're replacing the textures/models used by your local copy of the game) so aside from forcing a game file check/replace every-time a user starts the game (which takes a while to process and would put many people off of playing if they have to wait an hour or more each time they want to play), there's no way for SE to know who is using it (unless they outright admit it), let alone stop it.
If you're talking about the in-game small-clothes, well, hate to say it - some of the actual gear in-game is more revealing and sexualizing than the small-clothes so if you got rid of small-clothes, those players would just find other gear to make themselves "naked" in-game.
I completely agree that such behavior has no place in an online game, but unfortunately it's the way of the world - every MMO has them and expecting SE to simply "do something about them" is like asking the Police/Governments to "do something" about rl sexual predators - it ain't gonna happen unless that person actually commits an offence. If it's a make/break situation for you, hate to say it but you may as well cancel your subscription and stick to single-player games.

You are making a big assumption that when someone is seen in smallclothes they must be using a 'mod'.
Most often, it is because they don't have level 1 gear to put on when assuming a new job. There's even a joke about it in the Rogue's job introduction. That's the only time I've seen anyone running around in smallclothes, and I've been around for nearly 7 years now.
As far as policing - the minute SE starts sniffing people's computers for running mods is the day you get a heap of trouble on your head for spoiling one of the most used 'mods' in the game, one that has absolutely nothing to do with clothing. There's a reason for "don't ask, don't tell".
We better report this "nudist":

I had a few replies cooked up, some even abided the ToS, and may have even been constructive. Alas, I cannot stop rereading the initial post and having a cat.exe failure every time, so I'll just leave this useless line of text....
Don't touch me there
[part 2, separate because of character limit]
"Creeped out" is the main issue I want to bring to developers' attention.
just like those people who tried to assault my character - they enjoyed the idea that someone on the other side of the screen could be a child or emotionally vulnerable person who will be traumatized. It's not about "having fun" or "making a choice" when you force other people into your bedroom and whatever abnormalities you display.
I'm so sorry you had to experience this. No one should experience assault, and I'm sure it was a traumatic and vulnerable experience. You are brave for speaking out, hopefully you can inspire other victims. Just remember though, that the GM's are here to help you. Anytime you feel unsafe in this game, please inform them; they can't do anything unless it is reported to them.
Stay safe~~
Does it count as problematic sexual behaviour, if you create this thread, but on the other hand post in the german Off-Topic Thread (Page 1119), that you're looking for "a strong german woman who's willing to adopt you"? I mean .. it sounds like a very specific fetish, but hey, to each their own![]()
