Crashing almost every cutscene, got a lot worse with fresh install

Hello, the game was running fine for the past 2 weeks with maybe an odd error here and there that was bearable and didn't require extensive research on how to fix them, but as soon as I started doing the post Stormblood quests the game seemed to crash at every cutscene staring with the dungeon "The Mad Kings Trove." after I could not log back in after joining the dungeon and getting an error every time I tried to log in I reinstalled the Stormblood files ( Ex 2 ) and was able to continue... then later down the line the game started crashing more frequently, so I decided I was going to do a fresh install of the game / drivers which is what I did... this actually turned out to make it a LOT worse - now the game legit crashes at every cutscene with varying different error messages that I will attach with this post, I have to play the game in Dx9 because Dx11 won't even open because the game crashes before the log in screen / character screen. The amount of errors I receive is very disheartening and the game is actually just unplayable at the moment which is really sad since it was working semi well before post stormblood - here is a list of things I've tried:

Reinstalling FF14 on both c / d drive
unistalled/reinstalled drivers using DDU
Disabled all overlays on steam / discord / nvidia
tweaked graphics / frames in the menu
disabled full screen optimization mode for ff14
done a clean start with no programs running after a restart
removed all OC / tweaks to gpu /ram
unchecked fast start up in the windows menu
tried both full screen / windowed
checked run as admin on the ff14boot file
and many more.

Make sure you deleted all remnants of the old install like the config file etc, that was my mistake when I had this issue. Download and install from a new launcher executable as well.

Sadly I did remove all files from Documents - My Games - FINAL FANTASY XIV - A Realm Reborn right after I uninstalled the game twice to no avail. nothing seems to work.

Apologies if I'm mis-reading but your Windows 10 version seems to be build 2004 (19041). I've heard that version had some issues/bugs with certain drivers. May be worth trying to update that to latest version (21H1) to see if that helps.

Did as followed and am still getting errors, one from when I had gotten through the loading screen and the other as soon as I spoke with the quest giver. Here are the errors -

Figured out a fix, reinstalled steam and wiped my D drive and it seems to run prefect now even on DX11, thanks!
