The big problem here is that the game has gone through so many iterations and each tier has a skill cap. This is why content like Aurum Vale (synced) still wipes unsuspecting groups to this day, despite being face-roll to anyone in decent gear. In other games, once you max level, your skill set ultimately remains the same no matter what level the content is. The damage is just scaled down. Because the Endgame community only cares for the most current content, and also because the game itself has changed (sometimes vastly) from previous iterations, it's almost impossible to find guides for the main tiers (50/60/70 along with 80) that are current and useable for players to reference.
Usually only optimized rotations are referenced when one goes looking and find me the sprout that can get their head around using pots in their rotation when they are struggling to kill mobs in a fate or in a story quest. And Tool Tips are notoriously unhelpful. Especially to someone new to MMO or even just new to FFXIV. Knowing what a skill does in a very basic way does not tell what order said skill should be in a rotation.
So in short, I agree that the game does little to teach people to play. That is largely left to the community. Whether online in guides or in duties with other players. And that ball is dropped. A lot. I get why but having been the person that explains things to an entire light party/full party/alliance and subsequently getting us through the content, well... The risk is worth the rewards IMO.

you know an easy to way to see a healer's limits? pull wall to wall
you can always adjust for subsequent pulls if you wipe /shrug

Please give me the names of other MMOs with which you are familiar who do this already.

You can ask for 'mandatory', but unless you can show evidence that this is being done somewhere else (and, may I add, successfully) you're just talking through your own frustrations with players who are perhaps not as good at playing games as you are.
Swords of Legends online does this quite extensively.
You have several brief tutorials throughout the leveling phase and a pretty big one at the end which walks you through most of your skills, how to combo them, how to spot and interrupt certain boss skills, a role trial for both specs of each class etc. and even has a theoretical test at the end which you will fail unless you answer questions for all three roles correctly. Though you can leave the area, you cannot progress until you sucessfully passed all the tests.
You literally cannot do any max level content without completing it and with the vast majority of ingame activities tied to max level that's basically locking you out of the whole game.

FF14 playerbase is considered the most unskilled compared to other fully fleshed out MMOs and is the only one with an active playerbase to defend to stay bad because they don't like team work.
Its funny as those asking for some personal responsibility is thinking about the team as a whole, which is considered a positive aspect in society yet a huge cry from those that don't want to work with others for selfish gains which is seen as undesirable and actually toxic aspect in society yet think its ok here?
The wipe resets your cooldowns and requires at most a minute's run. Compare that to taking an extra 3 minutes to get to the end of the hall in the first place because three times the uptime was required to kill the enemies in three parts rather than all at once, effectively dividing your damage at any given moment by a third.
Trying a full pull once, even in the shortest of dungeons, will be worth your while.
