I'm sorry you were lied to. Try checking Lodestone, the worlds open for character creation are updated there.

Same thing would have happened though and he'd be calling that site a pair for saying it is open but by the time he logged in, made the character and everything that the server was not accepting new characters.

He's upset that SE changes the server status every few minutes and calling SE a liar over it.
