MSQ Influencing Inquisitors bugged - Unable to speak to NPC Joellaut

Steps:
1. Start the quest Infleuncing Inquisitors
2. NPC Joellaut who is supposed to be part of the quest doesn't provide the quest dialogue and doesn't fulfill the quest objective

I've searched for others having seen this issue, I've watched the youtube walkthrough of this quest. I'm speaking to the right NPC in the right location. I've also tried using the /doubt emote at the NPC. I've logged in and out numerous times and since it's a MSQ I can't abandon and retry. I'm still hitting the bug and there doesn't seem to be a real solution anywhere. I've tried to contact a GM through the support desk (3 days ago), I've filed a bug report in game as well (4 days ago), but to no avail. Would appreciate any help as I'm unable to progress in the game.

I've checked the numerous other threads, that all seem to be old and with no response from an official person.
