DX11.exe errors that I cannot fix, been stumped for months

When you say minimum clock do you mean the Cor Clock? I've been trying to underclock using the msi Afterburner. I'm literally out of options.

Also all my Windows Update Settings are off and I've now paused any incoming updates until December.
