Could you try using a registry cleaner such as CC cleaner? It will run and remove files that may have been left behind by installation another activity on the PC. To so, please remove the game and then restart the PC. Run the registry cleaner and then restart the computer. Once the computer has been reset please reinstall the game again. I've used the registry cleaner on CCleaner multiple times before but I guess I can go ahead and try to reinstall the game in the order you listed. I don't think it'll do anything though since I've had the issue since the first fresh install of the game on this PC, honestly just getting to the point where I'm considering selling this PC and getting another one.
