If you are only level 10. just make a new character on the server your friend is. Find out the non-peak hours of that server so it will allow you to create a character there. Servers open up when there is not a lot of ppl online. For Example if the population of that server is mostly U.S players then try to create a character between 1am-5am U.S time when most players are asleep This way no need to spend for transfer.
