I just realized that one of the few utility spells that healers have are completely redundant savage? How and why? Has it always been like this?

It's just not a very interesting mechanic. Similar reason interrupts and stuns are rarely used.
It is used from time to time. e8s having just been mentioned.
But as was also mentioned it's not too interesting. Either SE makes it so you have to esuna quickly or someone dies (or at least loses a lot of DPS), or people generally ignore debuffs/wait them out because they're not really worth handling.
And you can take this into a wider discussion of healing and mechanics. If the penalties for failing a mechanic aren't severe (e.g. death, of petrification/freezing stopping action for 10+ seconds, etc), people tend to start ignoring them and/or say things like "just heal through it." And if you had an avoidable and esunable doom effect in savage for some mechanics, people would say "just esuna it for uptime."
The downside to all this, of course, is it means healing happens at set healchecks and the ability to recover mistakes is limited. So it can make healing feel a bit perfunctory at times.
Personally, though, I like that SE has started using damage down debuffs more often. It makes people care about avoiding the inflicting mechanic, while still allowing healers to clean up mistakes.
It's a sort of weird thing where they don't want the players to be able to ignore debuffs in level-cap content, so they made it so Esuna/Leeches just outright didn't work on 99% of them. Since you can't use it for everything, I'm guessing they don't see much point in putting in one token debuff to cleanse.
Y’all can nitpick very specific savage trials all you want the point is it’s very uncommon to have Debuffs that can be dispelled by Esuna/Paean
Would be interesting if they had something like...say, a mechanic with debuffs that need to be dispelled in a certain order or something more complex then just "See bad thing, dispel bad thing".
E8S was slightly more complicated in that you actually wanted the tanks to have the freeze debuff so they don't get knocked out of the towers, but that's not saying much.
