Maybe, as an alternative, having an open world PVP MODE? You set your character to a status and it allows you to be attacked, but in order to attack you have to also have this status? This way those who wish to only play PvE are open and allowed to do so and don’t have to worry about random attacks.

Or even a 1 on 1 gladiatorial-style PvP mode.
Open world PvP usually has some filters as to who can be attacked or penalties occur if someone is griefing. Otherwise, if there are no filters open world PvP is just fancy wording for what it truly is: a griefing fest. Games like that die as fast as the newbies who want to level up their characters.
