You are probably right. All I know is prior to the merge I did not have conncetivity issues, now I do.it has nothing to do with optimism. it's bad coding. when the game released we had 500k people in game across 18 servers and the servers worked fine. the problem was the constant cannot find direct x device that kept crashing the game.
you can't tell me 18 servers could hold 500k, but 9 servers can't hold 20k.
