Problem with Outlandish Man

I did all the story quests up to "A time to everyone Purpose". To do this quest it asks me to compete the crystal tower but even though I did all the quests I can't see Outlandish man. I checked on forums as well as sites that talk about this quest and they all say the same thing, that I must complete "The Ultimate Weapon". Other people can see the NPC but not me. I've been searching forums for 3 hours and I'm wasting game time that I paid for because I paid to play FFXIV, not to check the internet. Any solution?

If he's not there then you've probably already picked up the quest. Try checking your journal in the "Chronicles of a New Era" if you have done or accepted any of these quests: Legacy of Allag -> Sanding It Down -> A Performance for the Ages -> Labyrinth of the Ancients (that's where the first 24 men CT raid starts)

Is it possible that the 5.57 patch broke something?
