I just finished levelling my scholar and I noticed that my fey's spells take a while to take effect. Is that supposed to happen or am I doing something wrong?
I noticed it happening when using Fey Blessing and Summon Seraph + Consolation.

That is supposed to happen. Welcome to SCH. In fact managing this sort of thing is what makes you good at it.
You don't know how it was back in ShB days. Current fairy feels like a Sonic.

Not you doing anything wrong. It's just the jank intelligence attached to pets in this game. They reworked SMN largely because of this issue, even. Developers did say at Endwalker's release that they fixed the ghosting, but it's still not completely gone for sure.

Fairy skills don't work like regular oGCDs when chained.
They already improved it compared to ShB when it could easily take 2s+ for a fairy skill to go off but if you chain fairy skills, the delay from before is still there. It's just the first fairy skill getting used that is decently fast but any other skills chained to it will take just as long as in ShB.
And fairy skills can skill ghost because of that so skills like Summon Seraph or Dissipation or Consolation towards the end of the Seraph timer have a certain risk of making the previously used fairy skill ghost. You can somewhat mitigate this by placing the fairy because it mirrors your chain of actions (e.g. moving and then using a fairy skill will make the fairy prioritize movement and using the fairy skill later) but not completely.
Fairy skills are instant IF (big if) your fairy is not doing anything. If she is moving to your location or if she is casting, the skill you press will be queued. Funny thing about EW is they reported that her responsiveness has been improved, and in a sense it has been. However, a fundamental change they made in EW was updating Embrace from being cast when players are lower than 80% to her casting it anytime any player is missing health, effectively nullifying that responsiveness they updated.
Ghosting is different. This is the skill not going off at all, but it still goes on cooldown anyway. This happens when you use a skill that that can interrupt the skill the fairy has queued. Abilities like Away, Dissipation, and Summon/Seraph whether intentional or accidently will do this. Also note that Seraph's duration can also cause ghosting since she automatically leaves the battle field once the time has expired.
Its due to the fairy being moved around that prevents them from initiating their skills. Basically fae skills are just commands to them. Wish they programmed it where they could do their abilities while still moving but
It's not shown but fairy abilities have a GCD on ALL abilities even if they are instant cast/oGCD for you. If they are doing literally anything else they will finish that first. Wait a couple seconds, then do the action you want them to do.
CBU3 and pet jankiness has been around since 2.0.
Before they would "ghost". You'd hit the button (weaving it so you're hitting multiple buttons), they'd go on CD and the effect would never go off, mostly because you were overloading the system (nice spaghetti code ya got there! /s) with commands.
Meanwhile, currently on SMN, I click the Summon Primal button and get the damage 6 seconds later. Enough for me to start (and often finish) another attack before the damage of the primal actually hits.
Same reason DRK Living Shadow can take up to 8 seconds to start attacking, or the MCH Automaton Queen does the exact same.
The base engine just isn't robust enough to handle quick actions.

It's because SCH abilities have to go through two levels of GCD. Yours and the fairy's.
